Well yeah, of course you could, but I don’t know if you’d get very good results. A scrunchie isn’t exactly tight or thick.
I wouldn’t recommend it. Cock rings are made for such a thing, scrunchies are not. The rings are designed so they don’t cut off the blood supply, but a scrunchie is way too thin to be used on the penis. Not worth the trouble! I know I wouldn’t like it.
